Last year, Pico was honored by the Indian Gaming Association for leading the way for tribes throughout California to negotiate gaming compacts. “It was difficult to start an economic base because the Bureau of Indian Affairs wanted to be involved in some way,” he said. While early efforts hit roadblocks with the federal government, the tribe eventually succeeded in building the Viejas Casino & Resort in Alpine. In the 26 years he served as chairman, Pico said his main goal was to build an economic base for the tribe.
“We know from many studies that have been done that when children reconnect with their culture, it’s a huge tool in helping them avoid the pitfalls of substance abuse.”
